- 1. Requested Action Consistent with the information contained in SECY-96-238, Proposed Guidance for Correction of Technical Specification Typographical Errors (Reference 4), Susquehanna Nuclear, LLC is requesting correction for an inadvertent typographical error in Susquehanna Steam Electric Station (SSES) Unit 2 Technical Specification (TS) 3.8.4, DC Sources-Operating. This error was introduced into the SSES Unit 2 Technical Specification (TS) under Operating License NPF-22 Amendment 227 (Reference 3).
- 2. Typographical Error The typographical error was introduced into the SSES TS during implementation of the Unit 2 Operating License NPF-22 Amendment 227 (Reference 3). The following describes the specific error and correction.
Unit 2 TS page 3.8-27 SSES submitted a License Amendment Request to the NRC for Unit 2 TS 3.8.4, DC Sources-Operating, which added two new conditions to the Actions ofthe LCO-Condition A and B. As a result of this addition, the existing Conditions were each shifted by two letters (Reference 1 and 2).
License Amendment 227 was approved with TS 3.8.4 Condition H stating the "Required Actions and associated Completion Times of Condition.E not met." During the mark-up process for the Technical Specification change and the shifting of actions required for the affected conditions, the referral back to Condition E not being met under Condition H was missed. Condition H should refer back to not meeting Condition G (a shift of two letters).
Condition H should state, "Required Actions and associated Completion Times of Condition G not met."
This error was not noticed by the public nor approved by the NRC during review and approval of Amendment 227. Enclosure 2 provides the marked-up TS page with the correction to the typographical error. Enclosure 3 also provides the clean copy of the TS.
- 3. Applicability of SECY 96-238 SECY 96-238 (Reference 4) provides guidance to correct inadvertent typographical errors in the Technical Specification pages. The SECY allows for the use of an administrative letter to correct a typographical error upon meeting two requirements: 1) the error must have occurred in a specific license amendment; and 2) the error was not reviewed as part of the license amendment. SSES has determined that the error in Unit 2 TS 3.8.4 was introduced under License Amendment 227, meeting the first requirement. Additionally, when submitted for approval, the change identified from existing Condition F to Condition H did not identify any required change to the referral to Condition E in the action statement. As such, this was not the subject of NRC review in the License Amendment Request submitted under Reference 1 and 2.
PLA-7702-Enclosure 1 Page 2 of2 Based on meeting both requirements for SECY 96-238, the use of this administrative letter to correct the identified typographical error in SSES Unit 2 TS 3.8.4 is appropriate.
