The purpose of this letter is to inform the NRC Staff of the change in implementation date for the installation of satellite phone base stations and antennas. In Enclosure 2 to Reference 3, PPL Susquehanna, LLC (PPL) committed to complete the installation of satellite phone base stations and antennas for the Control Room and Technical Support Center by January 31, 2014. The completion date for the installation is now June 30, 2014. The change in the completion date is due to:

The original date did not reflect the design and physical work associated with PPL's (at the time) evolving mitigation strategy for temporary power which is needed to completely implement the satellite phone communication requirement.

The temporary power and satellite phone modification designs are complete and currently in the planning/field implementation phase with a scheduled June 30, 2014 completion.

Document Control Desk PLA-7091 This letter contains no new regulatory commitments only a revision to the implementation date for the installation of satellite phones and antennas for the Control Room and Technical Support Center (Note: Due to the completion of the final design additional phones are to be purchased). Attachment 1 contains the revised commitment date. See Enclosure 2 of Reference 3 for the original commitment implementation date.

Interim actions - satellite phone usage instructions have been published in the Emergency Plan Phone Directory. In addition, portable satellite phones are available in the Control Room for use by Operations, Technical Support Center personnel and Operations Support Center personnel.
