Shriver (PPL) to USNRC Document Control Desk, "Proposed Amendment No. 256 to Unit 1 License NPF-14: MCPR Safety Limits and Reference Changes, " dated July 01, 2003 The purpose of this letter is to provide the attached revision to the Unit 1 Cycle 14 Core Composition table originally submitted as Attadhment 5 to Reference 1. This revision is necessary to address design changes related to control cell friction mitigation. These changes resulted in a net loss of full power capability, requiring an increase in the fresh reload batch fraction (from 276 to 280 assemblies) to maintain design cycle energy targets. A corresponding decrease (from 172 to 1 68 assemblies) is seen in the number of twice-burned assemblies.

This change was evaluated for its impact on the fMCPR Safety Limit. As a result, there are no affects on the previous technical analysis, the regulatory analysis of the change (No Significant Hazards Consideration and the Applicable Regulatory Requirements),

and the environmental considerations provided with the original submittal (Reference 1).

The need for this change has also been discussed with the NRC Project Manager.
