Nuclear Regulatory Commission Attn: Document Control Desk Mail Station OPI-17 Washington, DC 20555 SUSQUEHANNA STEAM ELECTRIC STATION PROPOSED EMERGENCY PLAN REVISION REQUIRING NRC APPROVAL PLA-5699 Cv Docket Nos. 50-387 and 50-388 The purpose of this letter is to withdraw our request for your approval of proposed changes to the reporting requirements in the PPL Susquehanna Emergency Plan (hereafter referred to as Emergency Plan).
In PLA-5644 dated October 17, 2003, we requested NRC approval of changes in the reporting requirements contained in our Emergency Plan. The proposed changes would make the reporting requirements in the Emergency Plan consistent with the requirements in 10 CFR 50.73 "Licensee Event Report System." In accordance with 10 CFR 50.54q, a licensee is permitted to make changes that do not decrease the effectiveness of the Emergency Plan. In a telecon with the NRC staff on November 25, 2003, it was agreed that there had been an Emergency Plan bases change when 10 CFR 50.73 was revised in 2000. Since the change to 10 CFR 50.73 was subject to public input and received NRC approval, Susquehanna can make changes under 10 CFR 50.54q to align the Emergency Plan reporting requirements with 10 CFR 50.73.
Accordingly, this letter withdraws our request for NRC prior approval of these changes to the Emergency Plan. If any additional information is needed please contact Mr. John Tripoli at (570) 542-3021.
