The purpose of this letter is to submit to the Commission the PPL Susquehanna, LLC (PPL) 20-day response required by Reference 1.
As noted in Reference 1, PPL has voluntarily and responsibly taken actions to implement additional security measures following the events of September 11, 2001. These actions have been taken in order to provide further assurance that the public health and safety and common defense and security are adequately protected in the current generalized high-level threat environment. PPL has implemented the objectives of the February 25, 2002 NRC Order Modifying Licenses EA-02-026 as described in Reference 2 and maintains the effectiveness of security measures taken in response to the events of September 11, 2001.
Recognizing the need for the supplemental provisions described in Reference 1, PPL has taken aggressive action. The PPL completion schedule for those provisions in Reference 1 is provided in to this letter. PPL's response is based upon the guidance provided in Enclosure 4 of Reference 1.
PPL has determined implementation of the applicable requirements would not cause violation of Commission regulations or of the PPL Susquehanna, LLC Unit 1 and Unit 2 operating licenses.
PPL has determined that implementation of the requirements will not adversely impact safe operation of the Susquehanna Steam Electric Station.
