The purpose of this letter is to provide a revision to the proposed Susquehanna Steam Electric Station (SSES) Unit I and Unit 2 Improved Technical Specifications (ITS)

amendment revises the SSES Unit I and Unit 2 Technical Specifications to be consistent with NUREG-1433, Revision 1, " Standard Technical Specifications for General Electric Plants, BWR

The proposed amendment also extends the required frequency of selected Surveillance i

J Requirements (SR) to 24 months to support the adoption of a 24 month fuel cycle.

lJ The detailed description and justification for the proposed Technical Specification Amendment was provided in Reference 1. Reference 2 provided a revision to the Reference I submittal which incorporates the SSES Final Response to GL 94-02: Long Tern Stability Solution. The changes proposed therein are not included in this ITS revision since implementation of those

The following is a list of SSES Current Technical Specification Change submittals that have not been approved at time of this submittal but have been included in this ITS revision as discussed i

at the 12/3/97 and 1/30/98 meetings between PPL and NRC. This revision requires these Current Technical Specification submittals to be approved prior to SSES ITS implementation.

  • PLA-4534 dated 7/30/96; S~oWy Containment Bypass Leakage Limits
  • PLA-4528 dated 11/27/96; RBM Setpoint and Channel Calibration Frequency
  • PLA-4664 dated 8/26/97; Unit 1 Cycle 11 Reload Technical Specification Change As stated in Reference 1, the implementation of the SSES ITS will require the performance of a number ofnew Surveillance Requirements. PPL intends to treat these new requirements as being

" met" at the time of implementation of the ITS, with the first performance scheduled to be completed within the required frequency from the implementation date.

Several other Surveillance Requirement Frequencies are extended from 18 to 24 months.

Upon implementation of the ITS, the due date will be changed to reflect the new required Frequency based on the last performance date. Revisions to the FSAR necessitated by the conversion to the ITS will be submitted in acevih with the requirements of 10 CFR 50.71(c).

~ FILES R41-1/A17-2 PLA-4856 Document Control Desk Three open items listed in the Referetice I submittal have been resolved as discussed below:

  • Calculation to support the allowable value for Reactor Steam Dome Pressure-Low (Upper Limit) has determined that a modification is required.

As discussed at the 12/3/97 and 1/30/98 meetings between PPL and NRC, this revision ofITS does not contain this setpoint. The setpoint and function will be added to SSES Technical Specifications upon installation of modifications during the next set of refueling outages scheduled for Spring 1999 for SSES Unit 2 and Spring 2000 for SSES Unit 1.

+ Main Control Room Outside Air Intake Radiation (High) - Calculations have been completed and no changes from the value provided in the Reference 1 submittal were required.

+ Calculations to support extending the Channel Calibration Frequency for certain Barton Instrumentation to 24 Months have been completed.

Implementation of the proposed amendment is tentatively scheduled for June 28,1998. This date '.s based on the training schedules for both licensed and non-licensed personnel, the timing of the implementation with respect to the refueling outage and the time required for procedure revisions, including the development of the new programs. The tentative implementation date is also predicated on NRC issuance of the amendments by June 1998. 'Ihe implementation date will be finalized upon review of the draft NRC ITS SER.

The evaluations of this proposed amendment conclu(.e that the proposed changes to the SSES I

Unit I and Unit 2 Technical Specifications do not involve a significant hazards consideration.

PPL believes that the " Notice of Consideration ofIssuance of Amendments to Facility Operating Licenses and Opportunity for a Hearing" issued 10/30/% pursuant to the Reference I submittal is I

not affected by this revision.

1he proposed changes do not create a potential for a significant change in the types or a significant increase in the amount of any effluent that may be released off-site, nor do the changes involve a signi6 cant increase in individual or cumulative occupational radiation exposure. Accordingly, the changes meet the eligibility criteria for a categorical exclusion as set forth in 10 CFR 51.22(c)(9). Therefore, in accordance with 10 CFR 51.22 (b), an environmental assessment of the changes is' not required.

This Technical Specification amendment revision has been approved by the SSES Plant Operations Review Committee and reviewed by the Susquehanna Review Committee. In accordance with 10 CFR 50.91, the State of Pennsylvania has been provided a copy of this letter.
