19 841224 F' 129,1 A 2 84-048 SE VALVEX Nitrogen gas for primary containment make-up was off-loaded from a vendor tanker prior to proper system line up due to a miscommunication. 'No pri-mary containment isolation valves were damaged. Unit shutdown followed due to loss of primary containment in-tegrity caused by excessive leakage through damaged valves.
