Dear Dr. Murley:

This ~special report documents the condition whereby two fire zones had less than the minimtun ntmber of ionization smoke detectors operable for a period in excess of fourteen days in accordance with the action statement for Technical Specification 3.3.7.9.

On Novanber 16, 1983, we received Anendment #17 to Facility Operating License No. NPF Susquehanna Steam Electric Station, Unit 1.

The date of issuance of this amendment was November 2,1983, and it included a change to Technical Specification Table 3.3.7.9-1 which added sane fire zones to the Technical Specification which were not previously included.

After ccmpleting a review of the amendment on November 21, 1983, the Plant Staff determined that there were no surveillances on record for ionization detectors in the PGCC modules in fire zones 0-24D and 0-27E. The zones vere declared inoperable and fire watches were established in accordance with the action statement for Technical Specification 3.3.7.9.a.

On November 22, 1983, a station work authorization to test the detectors in the affected zones was satisfactorily canpleted. All ionization detectors were tested and found to be acceptable. Following closure of the work authorization the limiting condition for operation was discontinued.
