STATUS OF RECOMMENDATIONS: AUDIT OF THE U.S. NUCLEAR REGULATORY COMMISSIONS NUCLEAR POWER REACTOR INSPECTION ISSUE SCREENING (OIG-21-A-07)
REFERENCE:
DIRECTOR, OFFICE OF NUCLEAR REACTOR REGULATION DATED NOVEMBER 29, 2022 Attached is the Office of the Inspector Generals (OIG) analysis and status of recommendations as discussed in the agencys response dated November 29, 2022.
Based on this response, recommendations one and four are now closed.
Recommendations two and three were previously closed. Therefore, all recommendations for this audit are closed.

Audit Report AUDIT OF THE NRCs NUCLEAR POWER REACTOR ISSUE SCREENING Status of Recommendations (OIG-21-A-07) 2 Recommendation 1:
Clarify guidance for inputting inspection results into the RPS that involves TE actions, such as escalated enforcement actions, notices of violation, and licensee identified violations, etc.
Agency Response Dated November 29, 2022:
As stated in the original response to the audit, the NRC staff agreed with the recommendation and committed to enhance the guidance in Inspection Manual Chapter (IMC 0306, Planning, Scheduling, Tracking, and Reporting of the Reactor Oversight Process (ROP), dated February 24, 2021 (ML20302A345). The staff has completed the enhancement, which consists of a new attachment 4, informed by inputs from the regions, that more clearly illustrates the sequence and management of inputs for the Reactor Program System (RPS). The NRC issues the revised IMC 0306 (ML22235A101) on October 13, 2022.

OIG Analysis:
The OIG reviewed the revised IMC 0306 attachment 4 and confirmed it provides guidance for inputting inspection results involving TE actions into the RPS. This recommendation is now closed.

Audit Report AUDIT OF THE NRCs NUCLEAR POWER REACTOR ISSUE SCREENING Status of Recommendations (OIG-21-A-07) 3 Recommendation 4:
Conduct periodic training regarding RPS data input.
Agency Response Dated November 29, 2022:
As stated in the original response, the staff agreed with the recommendation and has captured in IMC 0306 the periodic training requirement as a responsibility for NRR/DRO. The staff continually conducts targeted training on the use of the RPS on an as-needed basis through one-on-one training sessions or training sessions with staff during counterpart meetings. In addition, the staff conducted two high-level training sessions for key representatives from each region on the enhanced guidance incorporated into the revised IMC 0306 (recommendation 1). The sessions were conducted on September 15, 2022 (with a near-final draft of the enhanced guidance), and again on October 19, 2022, with the final revised IMC. The training sessions constitute completion of the recommended actions.

The OIG verified staff actions by reviewing RPS data input training materials presented during the September 15, 2022, and October 19, 2022, counterpart meetings. This recommendation is now closed.
