This document informs the public and NRC material licensees who ship small quantities of fissile j

radioactive material of the results of an assessment of the fissile exemption limits and general

license provisions of Part 71, that was performsd by the Oak Ridge National Laboratory (ORNL).

l NRC initiated this assessment in response to public comments received in response to an emergency final rule that amended the fissile exemption limits and general license provisions of i

Part 71 (62 FR 5907; February 10,1997). In this assessment ORNL: (1) performed an i

independent evaluation of the NRC regulations related to the shipment of fissile radioactive material under the fissile material exemption and generallicense provisions of Part 71; (2) reviewed the technical issues raised by public comments on the emergency final rule; (3) j performed independent calculations of the minimum critical mass limits for different i

combinations of fissile material and moderating materit.l; and (4) identified potential changes to l

the fissile material exemption and general license provisions of Part 71, that may be warranted.

j NRC intends to use this information as part of the technical basis to determine whether additional amendments to Part 71 are needed.
