MODIFICATION OF R. G. 1.76 re TORNADO DESIGN The purpose of this memorandum is to request your assistance in achieving a modification of Regulatory Guide 1.76 with respect to tornado design criteria. As Irvin Spickler of your branch is aware, EPRI has proposed such a revision to allow the use of ANSI /ANS-2.3-1980 for determining tornado wind loads on plant buildings and missile barriers. Although our initial response '

to EPRI declined to adopt the ANSI standard, we indicated that the staff would q recommend revision of RG 1.76 based on an analysis of tornado statistics by '

PNL, which is documented in NUREG/CR-4461.

In the ALWR Requirements Document, which is presently being reviewed by the -l staff, Table 2-1 inclndes site design parameters based on the ANSI standard. 1 Rather that rejecting them outright, it would be preferable if we can state l what is acceptable for future ALWR plants, based on a' revised RG 1.76, or a {

proposed revision thereof.

l This 'is a matter of considerable urgency since the structural requirements for the ALWR, the ABWR and other standard plants are currently being formulated. Please confirm that you will accept this assignment and inform-the ALWR Project Manager, Paul Leech (X28209), of your schedule for its 4 completion. Use TAC # 62059 for this effort. 1 i
