UNITED STATES NUCLEAR REGULATORY COMMISSION WASHINGTON, D.C. 20555-0001 November 15, 2018 I enclose the U.S. Nuclear Regulatory Commission's (NRC's) Fiscal Year 2018 Agency Financial Report. This report was prepared in accordance with the Office of Management and Budget (0MB) Circular A-136, Financial Reporting Requirements.

I have assessed the completeness and reliability of the program and financial data contained in the NRC's Fiscal Year 2018 Agency Financial Report. Based on evaluation criteria issued by the 0MB, I conclude that the data is complete and reliable.

The NRC places a high priority on sound management and public accountability. The Commission looks forward to continuing to exercise proper stewardship of its resources and deliver the best possible results for the American people.
