This subsystem is under the Technical Conference Forum (TCF) of the NRC Home Page and can only be accessed by Agreement

States having a single unique user name and password, in keeping with routine computer-security measures, this letter transmits a listing of new passwords (Attachment 1). After you log

- onto the TCF at http://techconf.llnl.aov/ States, you have the option of changing your password, user name,'and e-mail address. Questions about the TCF may be directed to Carol Gallagher at 301-415-5905 or Internet at caa @nrc.aov.

As discussed in a recent Organization of Agreement States (OAS) teleconference call, a draft Federal Reaister (FR) notice, describing the issues and alternatives related to the release of solid materials at licensed facilities that will be discussed at public meetings later this year, has been uploaded to the TCF subsystem. Please note that this is an early communication of a notice that is expected to be in the FR in May 1999. Due to its current predecisional nature, this draft, until it is published in the FR, is exempt from public disclosure under NRC rules. Please note that at this time the draft is labeled as predecisional draft information, and we therefore request that you limit distribution to your staff and not release the draft publicly. If this draft is released, please inform me or Frank Cardile, Office of Nuclear Material Safety and Safeguards at (301) 415-6185, Internet: foc@ nrc.aov.

Finally, the Office of Nuclear Regulatory Research has announced the availability of a draft report," Radiological Assessments for Clearance of Equipment and Materials from Nuclear -

Facilities," NUREG-1640, for review and comment. The enclosed FR notice, dated March 29,

SUPPLEMENTARY INFORMATION: This report calculates realistic estimates of the dose factors, for the average member of the critical group, potentially associated with the clearance of material and_ equipment. This report is intended to support NRC, which is currently in the preliminary stages of considering a rulemaking to set specific requirements for clearance, by providing a technical basis for evaluating environmental impacts associated with clearance.

Realistic estimates of dose in this report were calculated using scenarios and models with parameters based on current general U.S. Industry practice. The materials evaluated in the report include iron and steel, copper, aluminum, and ' concrete. Dose factors are expressed in terms of annual radiation dose mSv/y for each~ unit of radioactivity (Bq) on a unit surface area of equipment or scrap cm2 or in a unit of mass of scrap (g). The report presents the analyses and

results of 79 scenarios to identify the critical group for each of the respective materials. The 5

m-critic' al group is the group of individuals reasonably expected to receive the greatest exposure to residual radioactivity for any applicable set oi circumstances (10 CFR 20.1003). The

' analyses were performed on a nuclide-by nuclide basis for the nuclides that would be most j

'likely associated with equipment and materials released from nuclear facilities. The work was developed and perfctmed under a formal quality assurance and quality control program with

' cooperation and consultation from the EPA and the DOE. An independent peer review was performed and is reflected in this report. To be most useful, information submitted in comments

' requesting changes in the report should provide the technical rationale for the comment and be verifiable.. The sources of data provided in support of the comment should be cited. It would also be usefulif comments that suggest the use of additional scenarios also estimate the
