SUBJECT:
RESOLUTION OF GENERIC ISSUE 153 (GI-153), " LOSS OF-l ESSENTIAL SERVICE WATER IN LWRs" Results of the GI-153 study (Refs.1, 2 & 3) indicate that the essential
. service water (ESW) system is very plant-specific and that no generic ~ cost-i effective resolution could be identified. However, the staff believes that concerns involving ESW system reliability are being addressed on a plant-
-l specific basis under various on-going regulatory and industry initiatives, such as the Service Water System Operational Performance Inspection Program, l
Generic Letter 89-13 requirements, the IPE program, and the industry-sponsored EPRI research programs.
In addition, the GI-23 rulemaking and the maintenance rule will also generally address issues related to ESW system reliability.
The need for future action (s) on ESW is expected to-be determined from these t
on-going programs. Therefore, we conclude that the objective of GI-153 is l
achieved and recommend that the issue be considered " RESOLVED."
i This proposed resolution package was reviewed and concurred by NRR staff.
(Ref. 4). _In a memorandum dated May 24, 1993'(Ref. 5), the.ACRS indicated that the Committee decided not to review the proposed resolution of this issue; however, the staff proposed resolution of this issue is essentially in line with' ACRS earlier comments (Ref. 6) which stated that the Committee believed that this issue should be resolved on a plant-specific basis as part of the IPE process.

and will be published as NUREG-1461, " Regulatory Analysis for the Resolution of GI-153, ' Loss of Essential Service Water in LWRs'." A draft of this regulatory analysis is enclosed for your information.
