In the years between 1959 and 1971, a P.rovisional Operat,iNJ License (POL) was issued.to 15 power reactors as an intermediate step befor*e issuing a full-term license.* These POLs_ allowed an irlterim period _of routi,rie operation during which both the licensee and* the NRC staff could assess plar,\\l operation and resolve* any gene~ic concerns identified during the licensing process.

relevant *to the operation Of plants with a POL, and the similarity of the scope of review under the Systemati~ Evaluation ~togram (SEP),. the staff stopped reviews of POL conversions and recommended/to the *commission that POL facilities be-included in the SEP.
The.Commission. a*tcepted the recommendation and the re~iew of POL.conversions was_*: subsumeJfnto the Systematic Evaluation Pr~gra_m.
Those issues relevant to POL conversfon and not evaluated in the SEP program have been *reviewed by the staff. The re$'Ults of the staff review. are. provided in the enclosed Safety Evaluation R~porL/ This SER in combination ~lith the Integrated Plant Safety Assessment Report (NtJREG-0820 *and NUREG-0820, Supplement 1) provides the primary.basis for.t~e 1ssuance of a full-term operating* license to Palisades.
