I am responding to your letter of May 14, 1990, concerning draf t NUREG-1395, i

" Industry Perceptions of the Impact of the U.S. Nuclear. Regulatory Connission on Nuclear Power Plant Activities." I agree that the Regulatory Impact Survey (RIS) is important to the staff's efforts to improve regulatory activities, and-I appreciate your willingness to assist the NRC in interpreting the information collected to date. However, I believe that any additional comments and suggestions that NUMARC may want to contribute to this effort would be more useful to the Connission at a later point in tN.

As you may know, we have more to do on the overali program to assess regulatory i

impact. The R1gulatory Impact Survey includes two other activities to solicit information. One activity consists of a questionnaire to all nuclear utilities soliciting vo'funtary information concerning management time devoted to ill j

inspections and audits. The other activity is an internal survey of NRC staff on its perceptions of the impact that NRC licensing and inspection activities have on nuclear plant operation. A comprehensive evaluation of licensees' com-ments by the NRC staff is ensured by the inclusion of these two activities in i

the R!S program.

l following completion of the surveys, senior NRC managers will evaluate carefully all of the information obtained and will then develop a plan and implementation schedule to make corrections to the regulatory process con-sistent with our regulatory responsibilities.

The plan and schedule will be i

forwarded to the Connission, made available to the ACRS in their role as advisors to the Connission, and made publicly available.

The Conmission believes that your views would be most helpful if they are focused on the plan and schedule, and we would welcome any additional connents and suggestions that you may want to make at that time.
