Dear Mr. President:

Pursuant to Subtitle E of the Small Business Regulatory Enforcement Fairness Act of 1996, 5 U.S.C. 801, the Nuclear Regulatory Commission is submitting Revision 1 of NUREG-1320, "Nucleef Fuel Cycle Facility Accident Analysis Handbook," which provides technical guidance on accident analysis for safety evaluations relevant to fuel cycle facilities. NUREG-1320 is not a substitute for the regulations, and compliance is not a requirement. It describes general appror;ches and methods for evaluating accidents that involve NRC-licensed materials and operations. It also provides examples that analyze accidents resulting from the storage, handling, and pixessing of liet ased nuclear materials.

We have deterr.-ined that this NUREG report is not a ' major rule," as defined in 5 U.S.C.

804(2). We have confirmed this determination w;th the Offics of Management and Budget.

Enclosed is a copy of NUREG-1320 (Revision 1), ' Nuclear Fuel Cycle Facility Accident Ana!ysis Handbook," which is being transmitted to the NRC Publications Branch.
