Dear Congressman Markey:

In response to your letter of July 6,1989, I am providing a list of 1988 licensee event reports {LERs) (Enclosure 1). Each event has been reviewed and categorized in terms of its safety implica-tions and the need for further technical evaluation. The

' information was obtained from the Work Assignment Management System (WAMS), a computer-based administrative system maintained by the Nuclear Regulatory Commission's (NRC's) Office for Analysis and Evaluation of Operational Data (AEOD).

Because WAMS was designed strictly as an AEOD management tool to ensure that LERs. received by the NRC are tracked and that appro-priate follow-up action is taken I would like to draw your attention to two separate agency programs that involve specific judgments concerning the safety significance of operating events--

the Abnormal Occurrence and Performance Indicator Programs.

Our approach to examining operational experience under these two programs ensures that the lessons are identified and corrective actions taken when warranted. These programs differ in the {

severity thresholds used to categorize events and in their intended use. Those events which represent a major degradation in the protection of public health and safety are reported quarterly to Congress pursuant to Section 208 of the Energy Reorganization Act. Events that have safety importance are identified as part of the NRC Performance Indicator (PI) Program and are tracked as PI significant events. The Performance Indicator Program is pri-marily used to monitor licensee performance over an extended period. A list of events categorized by the NRC as Abnormal Occurrences is contained in Appendix B of the 1988 AEOD Annual Report, NUREG-1272, Vol. 3, No.1 (Enclosure 2). The same report also contains a list of PI significant events in Table A-1.3. 4 You also requested data on radioactive materials released into the air and water from commercial nuclear power plants in 1988.

As you noted, the NRC publishes a summary of this information in Tables 1 through 8 of the NUREG/CR 2907 series. The raw data for 1988 has been extracted from submitted licensee reports. I am gjk
