NUCLEAR REGULATORY COMMISSION n

f WASHINGTON D.C.20555

\\...../

OFFICE OF THE June 15, 1982 CHAIRMAN The Honorable Thomas P. O'Neill, Jr.

Speaker of the United States House of Representatives Washington, D.C.

20515

Dear Mr. Speaker:

Enclosed is the NRC report on abnormal occurrences at licensed nuclear facilities, as required by Section 208 of the Energy Reorganization Act of 1974 (PL 93-438), for the fourth calendar quarter of 1981.

In the context of the Act, an abnormal occurrence is an unscheduled incident or event which the Commission determines is significant from the standpoint of public health or safety. The report states that there were two abnormal occurrences at the nuclear power plants licensed to operate.

One involved a generic concern pertaining to blockage of coolant flow to safety-related systems. The other involved seismic design errors at the Diablo Canyon Nuclear Power Plant with a subse-quent suspension of the fuel load and low power operating license for Unit 1.

There were no abnormal occurrences for the other NRC liccn-sees during the report period; the Agreement States reported no abnormal occurrences to the NRC.

The report also contains information updating a previously reported abnor-mal occurrence.

In addition to this report, we will continue to disseminate information on reportable events. These event reports are routinely distributed on a timely basis to the Congress, industry, and the general public.

Sincerely, v

Nunzio. Pal ino Chairman
