ALARA Exceptions to Technical Specification Surveillance The THI-2 Recovery Operations Plan contains provisions which relieve GPU from the requirement to perfom certain surveillance requirements when access to the equipment would result in excessive occupational exposures. The NRC Safety Evaluatica (NUREG-0647), which is part of the February 11, 1980, Denton Order, included the statement that, "It is expected that areas in which this relief is necessary will be reduced as cleanup of the facility progresses".
Notwithstanding the above, a definite plan or scheddle could not be identified by GPU for reccvering those systems and components for which relief has been detemined necessary. As a result, some systems and components have not been demonstrated to be operable for up to approximately four years. As time has passed, the confidence that the effected systems and components will operate as desi ned has decreased to the point where the NRC staff is considering 5
declaring these systems inoperable unless the required surveillance can be perfomed.
Yo correct this condition, you are requested to do the following: (1) Provide the NRC with a list of systems and components for which relief from the surveillance requirements has been determined necessary and prov Me justification for your detemination that this relief is necessary.
(2) For those systems no longer necessary for present or future plant conditions, submit Technical Specification change requests along with appropriate justification to delete the requirement to maintain such systems.
(3) Provide to the NRC your plan and schedule for recovering the affected systems and components such that the required surveillance can be perfomed. (4) Provide to the NRC your interim plan for demonstrating that the affected systems and components will operate as required by the Technical Specifications (i.e., in lieu of the surveillance, what alternate means are available for demonstrating that the affected systems and components will operate as required by the Technical Specifications).
(5) Submit a revision to the Recovery Operations 8305040606 830427 PDR ADOCK 05000320 P
