REVIEW 0F PRELIf11 NARY DRAFT STAFF PAPERS ON DECOMMISSIONING: NUREG-0584 ON FINANCIAL ASSURANCE AND NUREG-0590 ON REGULATORY CHANGES In general we concur with NUREGs-0590 and 0584 and are pleased to note the alternatives for decommissioning have not been limited. We have the following two corrents which you may wish to consider.

The footnote at the bottom of page 5 of NUREG-0584 implies a real discount rate of 0% which introduces a bias in favor of prompt removal.

The enclosed Draft of NUREG-0607 which we plan to publish indicates the cost of money without inflation is about 3%. We are using 3% in our economic studies.

On page 35 and 36 of NUREG-0584 we do not concur with the inclusion of local property tax for delayed dismantling alternatives, particularly for a site that is dedicated to future generating units that will be operating on the site during the time the old units are mothballed.

For sites where power production is terminated and the utility has no further use for the site the inclusion of local property tax on the land would be appropriate.
