Dear Dr. Johnsrud:
'On November 15, 1979 copies of sixteen NRC documents requested by ECNP, and of which the Staff had "extra", copies, were forwarded to ECNP.
A copy of one-document, NRC Translation 520 (TIDC 520), which had not been placed in the NRC Public Document Room in llashington,~was.,forwarded on October 15, 1979.
Five additional documents, of which the Staff has "extra" copies, are being forwarded with this letter.
The documents of which a copy is enclosed are lis'ted in Attachment 1.
This transmittal exhausts the Staff's ability to forwarde on the basis that the Staff has "extra" copies (more than sufficient co'pies for its current needs) of them, documents requested by ECNP in its already filed discovery requests.
However, I understand that you have been in contact with Mr. R. Stephen Scott.
Chief of the Document Management Branch of the Division of Technical Information and Document Control, and that he agreed to arrange to add ECNP to the Staff's mailing lists for copies of proposed rules and regulations, specific Federal Register notices and the monthly Title List of Documents Made Publicl Available (NUREG-0540).
I also understand that Mre Scott agreed to discuss with someone at the Pennsylvania State University Library (who is to be identified by you) the Three Mile Island microfiche collection and any problems, as they relate to NRC documents, that the library may be having with the Depository Library program.
I hope that ECNP's needs for NRC documents in the Susq'uehanna proceeding will be satisfied by the combination of those that have been forwarded and those t that are available at the PSU',Library.
However, if that is not the case, my offer to make documents available for inspection and copying, as set forth in my letters to you of June 27 and September 13,
