Comments on pages 2 and 3 which relate to the Price-Anderson Act.

This consideration is beyond the scope of this case. The Environmental Project Manager should turn to the Antitrust and Indemnity Group, wnich has lead responsibility for a general statement of policy.

Comments on pages 4 and 5 which relate to the cost comparison of nuclear and coal units presanted in Table 8.2.

Table 8.2 has been clarified by (1) labeling the investment cost and fixed operation and maintenance costs as " annual costs $/KW rather than $/kW-yr (these costs are incurred regardless of level of output); and (2) by inclusion of a footnote to explain how to obtain costs per kilowatt hour of output.

Comments on bottom of page 5 which rclate to coal operation and maintenance costs relative to nuclear operation and maintenance cos ts.

The coal operation and maintenance costs included estimates for operating scrubbing equipment and are therefore higner than present oceration and maintenance costs for clants using high sulfur coal without such equipment (See ER, Section 8.4).
