Dear Mr. Quay:
Enclosed are two copies of the WCAP 14727, Revision 1,"AP600 Scaling and PIRT Closure Report,"
dated July,1997. This report concludes that data obtained from the Westinghouse tests of the AP600 Passive Core Cooling Systems are suitable for validating the safety analysis codes used to assess the AP600 sai'ety system performance.
Westinghouse has revised the AP600 Scaling and PlRT Closure Report to address the items in the NRC letter of December 10,1996. " Discussion items on the AP600 Scaling and PIRT Closure Report," from Mr. Joseph M. Sebrosky to Mr. Nicholas J. Liparuto.
This revised report also incorporates feedback from the staff obtained during meetings held on April 25,1997 at the Rockville, Maryland, offices of the Nuclear Regulatory Commission and on June 26,1997 at the Monroeville, Pennsylvania offices of the Westinghouse Electric Corporation.
Additionally, comments made by members and censultants of the Thermal Hydraulic Phenomena Subcommittee of the Advisory Committee on Reactor Safeguards during meetings held on May 1718.1996 and December 18-19,1996 have been considered in this revision.
Enclosure I of this letter provides a summary table of action items thst were identified by the above letter and meetings. The table provides a " compliance matrix" which briefly describes each action item, Westinghouse' technical position, the disposition of the item and a reference to the applicable section of the report where the item is addressed, items I through 29 correspond to the discussion items from your letter of December 10.1996. Items 30 through 68 are action items that were generated as a result of the ACRS meeting held on December 18-19,1996. The remaining items were generated as result of the May 17-18,1996 ACRS meeting.
This report submittal closes, from Westinghouse' perspective, Open item 3130 (DSER Open item 21.5.10.1-1), to subniit a closure report on the design certification testing programs. As a result, the Westinghouse status column will be changed to " Closed" in the Open item Tracking System (OITS). The NRC should review this response and inform Westinghouse of this status of the open item to be

The Westinghouse Electric Corporation copyright notice, proprietary information notice, application for withholding and affidavit are also attached.
