Dear Mr. Quay:

Attached are AP600 Technical Specification (TS) Limiting Conditions for Operation' (LCO) 3.0.2 and 3.0.3 to reflect compliance with the NRC staff position of Reference 1. ' Completion times and wording have been restored to the wording in the Standardized IS (STS) of Reference 2, with two excepdons.

One exception appears in the BASES for LCO 3.0.3 as a result of an NRC request to include a shutdown mode matrix in the TS Bases (see DSER open item tracking system (OITS) item 2352).

The other exception appears in the last paragraph of the BASES for LCO 3.0.3 where the STS " Fuel , , ,

Storage Pool" is referred to as the " Spent Fuel Pool" for the AP600 and STS LCO 3.7.15 is ',

renumbered LCO 3.7.5 for the AP600. This is not a deviation from the STS, rather terminology and TS numbering differences based specifically on the AP600 design and TS.

! The attachment'is provided as an advance portion of the AP600 TS for NRC review and completes l Westinghouse action for OITS item 4182. Such that tne Westinghouse status for OITS item 4182 has

_ been changed to Action N. We believe this resolves Key' Licensing issue 19 of Reference 3. _

. SSAR and supporting documentation by May 30,1997, NRC is requested to review the attachment : l and advise Westinghouse if there are any comments. Otherwise, the attachment will be incorporated into the final AP600 Technical Specifications, SSAR Section 16.1.
