Dear Mr. Quay:

Attachment I to this letter provides an evaluation of DNB test data of the Modified Vantage SH 2

(V5H) fuel with IFM grids at the low flow conditions (Local mass flow rate < l.1 Mlbm/hr-ft ),

The evaluation shows that the adjusted WRB-2 correlation described in WCAP-14371 remains applicable for AP600 plant analyses.

This transmittal addresses and closes Draft Safety Evaluation Report (DSER) open item 4.4-1 (OITS item 856). With the closure of this open item we believe that all DSER open items for Chapter 4 (Reactor) have been successfully addressed and closed.

The Westinghouse Electric Corporation copyright notice, proprietary information notice, application for withholding and affidavit are attached.

This submittal contains Westinghouse proprietary information consisting of trade secrets, commercial information or financial information which we consider privileged or confidential pursuant to 10CFR2.790.
