POINT BEACH NRC 2017-0038 10 CFR 50.54(q) 10 CFR 72.44(f)
In accordance with 10 CFR 50.54(q)(5) and 1 O CFR 72.44(f), NextEra Energy Point Beach, LLC (NextEra) hereby submits a description of changes to the Point Beach Nuclear Plant (PBNP)
Emergency Plan and a summary of the analysis demonstrating that the changes do not reduce the effectiveness of the plan. The plan continues to meet the requirements in 10 CFR 50 Appendix E and the planning standards of 10 CFR 50.47(b). The changes were incorporated in the following procedure issued June 28, 2017 at PBNP:
EP 2.0, Emergency Plan Acronyms & Definitions, Revision 54 EP 7.0, Emergency Facilities and Equipment, Revision 63 EP Appendix B, Emergency Classification, Revision 31 Description of Changes and Summarv of Analysis EP 2.0 was revised due to deleting the Radiological Effluent Technical Specifications (RETS) which have been incorporated into the Offsite Dose Calculation Manual (ODCM).
EP 7.0 was revised due to deleting Kewaunee Power Station (KPS) as a backup source of meteorological data in the event that the NextEra Energy Point Beach meteorological system is unavailable as KPS is shutdown permanently. Additionally, KPS is no longer available to provide back-up analysis of iodine samples. NextEra Energy Duane Arnold Energy Center has agreed to analyze iodine samples at the request of NextEra Energy Point Beach.
EP Appendix B was revised due to replacing RETS and associated setpoints or values with the ODCM and associated setpoints or values.
These changes were evaluated in accordance with 10 CFR 50.54(q)(3) and it was determined that these changes did not reduce the effectiveness of the PBNP Emergency Plan.
