In accordance with 10 CFR 50.54(q)(5) and 10 CFR 72.44(f), NextEra Energy Point Beach, LLC (NextEra) hereby submits a description of changes to the Point Beach Nuclear Plant (PBNP)
Emergency Plan (EP) and a summary of the analysis demonstrating that the changes do not reduce the effectiveness of the plan. The plan continues to meet the requirements in 10 CFR 50 Appendix E and the planning standards of 10 CFR 50.47(b). The changes were incorporated in the following procedures issued December 5, 2016 at PBNP:
EP 2.0, Emergency Plan Acronyms & Definitions, Revision 53 EP 4.0, Emergency Conditions, Revision 47 EP 5.0, Organizational Control of Emergencies, Revision 62 EP 6.0, Emergency Measures, Revision 61 EP 7.0, Emergency Facilities and Equipment, Revision 62 EP 9.0, Recovery, Revision 42 EP Appendix A, Emergency Response Organization Personnel Function and Responsibility, Revision 30 Description of Changes and Summary of Analysis EPs 2.0, 4.0, 5.0, 6.0, 7.0, 9.0, and Appendix A were revised to implement PBNP Units 1 and 2 License Amendments 255 and 259 respectively.
Additional changes were made to the PBNP EP such as editorial title changes, adding definitions for clarification purposes, removing unnecessary information that is not reflected in the current guidance, and the correction of typographical errors. These additional changes were evaluated in accordance with 10 CFR 50.54(q)(3) and it was determined that these changes did not reduce the effectiveness of the PBNP Emergency Plan.
