DPR-24 and DPR-27 Generic Letter 2003-01: Control Room Habitability - Response To Commitments Reference 1: Letter from Cayia (Point Beach Nuclear Plant) to Document Control Desk, "Generic Letter 2003-01: Control Room Habitability Day Response, dated August 11, 2003.

In Reference 1, Nuclear Management Company, LLC (NMC) provided a 60-day response to the subject generic letter (GL) for the Point Beach Nuclear Plant (PBNP).

The response letter contained two commitments to provide the schedules for completion of the requested items in GL 2003-01 to the Nuclear Regulatory Commission by December 2003. This letter provides the schedule to satisfy the previous commitments.

Summary of Commitments In the Reference, NMC made the following commitments:

1. NMC will provide a schedule to perform an acceptable surveillance methodology that verifies integrity of the control room envelope (CRE) (e.g., ASTM E741) and the requested response to GL 2003-01, item 1(a), for PBNP by December 2003.
2. NMC will provide a schedule for the development of technical specification changes to reference an acceptable surveillance methodology (and any associated modifications to the CRE) to support requested information in GL 2003-01, item 1(c), for PBNP by December 2003.

  • Two Rivers, Wisconsin 54241 Telephone: 920.755.2321

Document Control Desk Page 2 In September 2003, PBNP completed tracer gas testing per ASTM E741 to verify integrity of the CRE. The preliminary results indicate that the unfiltered in-leakage into the CRE is less than 100 SCFM while the Control Room Ventilation System is operating in the emergency mode assumed in the radiological accident analysis. The vendor, NCS Corp., is performing quality verifications on the calculations to finalize the actual in-leakage values. The final results will be provided to NRC onsite staff when they become available.

NMC makes the following new commitments:

1. NMC will supply the final CRE in-leakage results to the NRC as required to support any licensing actions. The formal response to GL 2003-01, item 1(a), will be provided no later than September 2004.
2. NMC will provide technical specification changes to reference an acceptable surveillance methodology (and plans for any associated plant modifications to the CRE) to support requested information in GL 2003-01, item (c), for PBNP by September 2004.

These schedules satisfy the previous commitments.
