Notification of Changes in Fermi 1 Schedule and Activities .

This letter provides the notification required by 10 CFR 50.82 (a) (7) of chuges -

to the Fermi l decommissioning schedule, activities, and expected decommissioning cost.

Fermi 1 is a permanently shutdown experimental sodium cooled breeder reactor, w:hich last operated in 1972. - It is in the SAFSTOR status and its possession only license expires in 2025. Fermi 1 will remain in SAFSTOR status during the i activities planned for the near future. 0

- Detroit Edison completed a study during the second quarter of 1997 to detemline ,ja whether it would be advantageous to perform the f' mal decommissioning of Fermi 1 now, rather than wait until the year 2025. The conclusion was that the

. plant will remain _in SAFSTOR for now, but an Industrial Safety improvement Project will be performed.

During this Project, which will last about twr, years, major activities will include removing asbestos, remaining sodium residuals, and NaK (a sodium-potass:um mixture) from the plant. some of which contain radioactive contamination. Many of the specific tasks are decommissioning activities since they are tasks to be

- During the Fermi 1 evaluation, the cost of decommissioning was assessSd. The cost study was not redone. Using engineering judgment, Detroit Edison now) estimates the nuclear decommissioning cost for Fermi'l in 1996 dollars will be

escalates to in 1996 dollars. The trust fund currently contains about $27 million.

Fund perfomance will continue to be monitored as per the requirements of 10 -

CFR 50.82 (a)(8)(iv). Only a portion of the fund will be spent for the:

decommissioning activities being performed during the Industrial Safety

+ Improvement Project; y

'At the end of the Project, Fermi 1 will be in an even safer condition foilong-term

' SAFSTOR. License changes and Technical Specifications will be requested to
