Detroit Edison 30-D_gy Response to NRC Generic Letter 96-05 The Reference 2 gen'eric letter requested (" Requested Actions ') that licensees determine G Jcontainment air cooler cooling water systems are susceptible to either waternammer or two-phase flow conditions during postulated accident conditions, and (2) if piping systems that penetrate the containment are susceptible to thermal apansion of fluid so that overpressurization of piping coul.i occor. In addition, the generic letter requested submittal of a written summary report
(" Requested Information") within 120 days stating actions taken it response to the requested actions noted above, conclusions that were reached relatiie to susceptibility for waterhammer and two-phase flow in the containment air cooler :ooling water system and overpressurization of piping that penetrates containmeat, the basis for continued operability of affected systems and components as applicable, and corrective actions that were implemented or are planned to be implemented. The generic letter further required a 30-day response (" Required Response") indicating:
(1) whether or not the requested actions will be completed, (2) whether or not the requested information will be submitted and (3) whether or not the a uested information will be submitted within the requested time period. This letter is the Detroit Edison 30-day required response to Generic Letter 96-06.

USNRC October 30,1996 NRC-96-0118 Page 2 At the time Generic Letter 96-06 was received, Detroit Edison was already in the process of evaluating NRC Information Notices 96-45 and 96-49, which included a significant portion of the Generic Letter 96-06 technical content pertaining to the containment cooler and isolated piping issues, respectively. Detroit Edison plans to complete the requested actions and subrnit the requested information as described in Generic Letter 96-06 by January 28,1997 (120 days from the date of the letter).
