Relief Reauest PR-7-RI. "RHR Service Water" The purpose of this letter is to withdraw Pump Relief Request PR-7-RI. The Residual Heat Removal Service Water (RHRSW) pumps may be tested in single pump operation on a regular basis without damaging either the pump or the divisional flow control valve.

Reference 2 submitted a revised Pump Relief Request PR-7-R1, "RHR Service Water" for review and approval. Additionalinformation (including Fermi Project Engineering Memorandum, EF2-62,910) relative to the operational limitations of these pumps was then submitted in Reference 3. With this additionalinformation, Detroit Edison stated that testing of the RHRSW system in the single pump operation mode was planned. When this testing was performed, each RHRSW pump was run in single pump operation in the cooling tower bypass mode at flows above the lower limits imposed by Fermi Project Engineering per Memorandum, EF2-62,910. results indicated that each pump is capable of being operated in single pump operation at flows above the minimum flows specified.

Detroit Edison is currently revising the appropriate surveillance test procedures to flow test the RRRSW pumps in single pump operation at fixed reference values. This is in full compliance with 10CFR50.55a, and ASME Section XI requirements.

Detroit Edison makes the following commitment: That procedure revisions will be completed prior to the next pump divisional surveillances which are currently scheduled for Division I during the week of February 12,1996 and Division II during the week of March 25,1996.
