enclosed LER No.95-008 regarding a nonconservative bias in the heat balance l
methodology for calculating core thermal power. The condition discussed in j
this LER was identified as a result of similar discoveries at other plants.

The following commitments are made in this LER:
1.
As an interim measure, Conduct of Operations Manual, Chapter 3,
" Policies and Practices" (MOP 03) has been revised to provide administrative controls to limit core thermal power to 3429 MWt, which will ensure that the current licensed power limit of 3430 MWt is not exceeded. The procedure will be implemented after operator training is completed.
2.
Detroit Edison is actively participating in discussions with General Electric and industry groups to address this issue and will follow industry developments related to the heat balance and core thermal power calculation methodology. A supplement to this LER with an expected submission date of November 15,1996, will be submitted when final 160081 corrective actions have been determined.
