The inspection report requested that Detroit Edison respond within 60 days to the Open Items or Inspection Follow-up Items (IFI) identified.

- Page 2 o Implement the revised flowcharts and support procedures by startup from the Fourth Refuel Outage.
Please note: Startup from the Fourth Refuel Outage is currently scheduled for early October 1994 due to the December 25, 1993 turbine generator failure. However, the startup date may be revised depending on the extent of repairs to the turbine generator system.
On November 18, 1993 Detroit Edison requested a revision to the original commitment.
Detroit Edison requested an extension by one training cycle (i.e., approximately seven weeks) to the milestone to revise the flowcharts, and have V&V of the new flowcharts complete. The request stated: "The revision of the flowcharts and V&V should be completed by the end of April, 1994. Sequential to the revision of the flowcharts and the V&V effort, operations personnel will train on the new flowcharts and become familiar with the changes. Therefore, Detroit Edison needs to extend by one training cycle our milestone of implementing the new flowcharts and revised support procedures. The new flowcharts and revised support procedures will be implemented by the end of June, 1994."
On December 25, 1992, the turbine generator unit and associated support systems sustained significant damage. Many of the radioactive waste systems were rendered inoperable due to the December 25 event. Returning these systems to operation was a vital step in the plant recovery process.
Operations support and numerous other organizations dedicated a large pool of personnel to the radioactive waste system recovery effort. This effort is now mostly complete. Operations Support personnel have refocused their efforts on the E0P implementation program. Therefore, Detroit Edison needs to extend the date to revise the flowcharts and complete V&V until after April. The flowcharts and support procedures implementation date is now scheduled for September 5, 1994.
On April 11, 1994 the extension was discussed with Mr. Langstaff of the NRC Region III staff.
