Formal Response to NRC Questions on Detroit Edison's Response to Bulletin 90-01, Supplement 1 The purpose of this letter is to provide a formal response to the NRC questions regarding Referenct 3 Detroit Edison previously responded to these questions satisfactorily via facsimile. Mr. Tim Colburn, the NRR Project Manager for Fermi 2 requested Detroit Edison to document the answers in a formal response to the NRC. This letter satisfies the above NRC request. The NRC questions and Detroit Edison's response is provided in the Enclosure to this letter.

NRC Questions:
Fermi's submittal is currently under review, and there are two areas of concern that need to be addressed so that the contractor can continue with the review.
1.
Itegarding transmitter P34N007 and transmitter G51N402, which re indicated on page 4 as being manufactured before July it, 1989:
What is the system function and system operating pressure for these transmitters?
W.ll replacement be done or will an enhanced surveillance i.onitoring program for these transmitters be done?
2.
The licensee determined that 18 transmitters are outside the scope of an enhanced surveillance monitoring program based on the normal operating pressure being zero.
What is the normal system operating pressure?
Based on that pressure, is replacement or an enhanced survellance monitoring program needed for those transmitters?
o Detroit Edison Response:
1.
Transmitter P34N007 is used to measure post accident sampling liquid return flow. Transmitter G51N402 is used to measure Torus water level. Their static operating pressures are 1100 psi and 0 psi respectively.
These transmitters will not be replaced nor will enhanced surveillance be implemented as a result of NRC Bulletin 90-01, Supplement 1 because they are exempt from the scope of this supplement. P34N007 is not used for RPS, ESF actuation or ATWS applications and G51N402 is a Model 1153 Series "A" transmitter.

The normal pressure on the other 18 transmitters in question is.ero.

Fermi 2 has chosen to exclude these transmitters for the following reasons:
o Transmitters in low pressure applications have an
" acceptably low" failure rate of less than 5 x 10-7 failures /hr.
o These transmitters have limited time at pressure (generally during functional testing only) and therefore have Inw accumulated psi-months of seivice. From Rosemount Report D8900115 Revision A, if the product of pressure and time in-service is lec than 12,000 psi-months for range codes 6 through 10, then they haven't had time to lose a critical volume of oil.
o These transmitters had been placed on a calibration trending program in response to NRC Bulletin 90-01, and there has been no trend on any of these transmitters that indicates oil loss.
o Functional testing and calibration of these transmitters will continue to be performed.
