Subject:

Inspection of the Iow-Pressure Turbine

- B;ttor Dicks (NE TAC No. 5%14)

In the Reference 2 letter Detroit Mison comitted to perform an inspection of the low-pressure turbine disks during tie second refueling outage. The inspection is to consist of a volunetric examination of the disk bore area using ultrasoric techniques. The purpose of the inspection is to detect evidence of stress-corrosion cracking. Subsequently, the NIC issued their safety evaluation report for Fermi 2 (Reference 3) in which they found the proposed disk inspection acceptable and indicated the inspection would be included

)

as a licence condition. The operating license was issued with license condition 2.C. (11) to track this item. - The license cordition further added that the frequency of subsequent inspections would be in accordance with the turbine manufacturer's reconatendations.

i The purpoco of this letter' is to af firm that Detroit Edison intends to conduct an inspection of the low-pressure turbine rotor disks during the upcaning second refueling outage. It should be noted however that an inspection of the nunber two low-pressure turbine rotor disks was done during the' first refueling outage.. Therefore, only the nunber one and nunber three low-pressure turbines will neal to be inspected during the second= refueling outage. As stated in the license cordition, Detroit Eison will perform subsequent inspections at a hequency recommended by the turbine nanufacturer.

i The ultrasonic inspection of the number two lowessure turbine carria$ out during the first refueling outage was done with the rotor lifted out of the cylinder and placed on stands. Surfaces were first cleaned by ash blasting, and all disks were meessible for inspection. No evidence of stress-corrosion cracking was found on or adjacent to either the disk bores or the dowel holes.
