Response to NIC Restart Letter Item 2 NIC letter dated. October 9,1987 Item 2 requested Detroit Edison to reassess the status of the Fermi 2 Preventive Maintenance Program (PM) as discussed in Detroit Mison's letter dated October.3,1987.
In addition, Detroit Edison was also requested to provide a nonthly status report to the NIC on the PM Program.

PRINFWPIVE MATNPENAtCE PROGRAM STA'IUS As a result of the recent NIC concerns about the Fermi Preventive Maintenance (PM) Program, Detroit Edison has evaluated the affect that never-performed or past due PM items have on the reliability and operability of the associated systems. A task force was formed in August 1987 to perform a review of the PM tasks for safety-significance. The PM tasks were assigned priorities (A or B) depending on their safety-significance. The safety-significant PM activities (Priority A) that ha3 not been previously completed within the PM Program were identified. A review of equipnent history was next performed to determine whether the PM activity ha3 been satisfied during the performance of other maintenance activities. This resulted in the identification of 757 Priority A PM items that had not been previously conpleted either through the PM Program or through other maintenance tasks. These 757 Priority A PM activities were then evaluated to determine when each activity was required to be completed. Eighty-eight (88) activities were identified as being required to be conpleted prior to plant restart. These were conpleta3 during the 87-06 outage in July / August,1987. An evaluation of the remaining non-conpleted Priority A activities was then performed to ensure that deferral of each activity would not inpact the reliability and operability of the affected system.
To date, 206 of the original 757 non-conpleted Priority A Ectivities have now been conpleted. This irrludes the 88 non-deferrable activities coupleted during the 87-06 outage. The remaining 551 activities will be conpleted as plant conditions ard schedule allow, but no later than prior to startup following the 1988 Spring LLRT outage.
In order to ensure that safety significant PM activities are conpleted on schedule, the PM Procedure (12.000.17) is being revised to require Priority A PMs not completed in the month they are scheduled, to be identified and evaluated in accordance with Attachnent 2 of the subject procedures "Inconplete PM Form." This procedure will be revised by Decenber 1,1987. The Inconplete PM Form will be used to document an evaluation that a delayed PM will not affect equipment operability. In order to provide the appropriate justification an individual nust docunent what inpact the inconpleted PM has on the plant, what is the safety-significance of the piece of equipnent associated with the PM, when the PM will be rescha3uled and the justification for the rescheduled date. If postponement of the PM cannot be justified, per the sabject procedure, then a Deviation Event Report (DER) will be written to document the delayed PM and to obtain

November 30,1987 NRC-87-0256 Page 4 formal' Engineering evaluation to ensure that any delayed PM will not prevent the specific piece of equipment from performing its intended safety-function.
The PM tracking program process is currently being revised to indicate the safety significance of each PM. This program will also display ~
the status of those PMs that are deferred. The results of this trcrking program identifying the Priority A activities that were not conpleted will be issued on a nonthly basis to the Superintendent -
Maintenance & Modifications. This report will identify the piece of equipment, a description of the PM task to be perforned, the safety significance of not performing the activity, the new scheduled conpletion date and the justification for the scha3ule.
Table 1 shows the PMs that are to be worked for that month; those that I
were not worked and the " carry over schedule" for their conpletion.
