Sec. 206) This section requires the NRC to evaluate the extent to which modifications to regulations, guidance, or policy are necessary to license and oversee nuclear facilities at brownfield sites ( e.g.,

properties with the presence of hazardous substances) or retired fossil fuel sites. The NRC must also (1) develop and implement strategies, or initiate a rulemaking, to enable efficient, timely, and predictable licensing of nuclear production facilities or utilization facilities at the sites; and (2) submit a report to Congress on the actions taken.

2) The Commission can not be dismantled legally without Congressional approval. Energy Reorganization Act of 1974: This act officially established the NRC as an independent regulatory agency, splitting it from the promotional functions of the former Atomic Energy Commission.
