Tuscaloosa, AL, 35404 Email:mmgouin@crimson.ua.edu General Comment Thank you for the opportunity to comment on the Draft Supplemental Environmental Impact Statement (SEIS) for the Clinch River Nuclear Site, Unit 1, in Roane County, Tennessee. The Nuclear Regulatory Commission's evaluation of environmental impacts is crucial to ensuring that major energy infrastructure proposals like the construction of a GE Hitachi BWRX-300 reactor are assessed with transparency and respect for both ecological integrity and community well-being. The SEIS process is essential for keeping the public, stakeholders, and decision-makers informed about potential effects on land use, ecological systems, water resources, air quality, socioeconomics, human health, and environmental justice, in accordance with NEPA requirements (NRC SEIS notice).

I urge the NRC to ensure that the final SEIS provides a comprehensive and accessible analysis of alternative energy generation approaches, including renewables, energy efficiency strategies, and distributed generation systems alongside the proposed nuclear alternatives. Doing so would enhance the assessment by clearly outlining the environmental trade-offs of each option, which is fundamental for informed public and agency decision-making under NEPA.

Furthermore, given that large-scale nuclear projects involve long-term planning and can affect water resources, ecosystems, and regional development, it is important that the final SEIS incorporates comprehensive cumulative impact analyses. This includes the combined effects of past, present, and reasonably foreseeable future actions such as related infrastructure expansion or changes in regional energy strategies, which may influence environmental conditions past the immediate area of the Clinch River project.

stakeholders perspectives. I encourage the NRC to include a meaningful discussion of uncertainties and clearly explain how mitigation measures will be monitored and adjusted over time. Doing so, will promote stronger environmental management and reinforce community trust in decisions that have long-term impacts on the regions environmental and public health.
