October 17, 2016 DEPUTY MINORITY LEADER RANK+NG MINORITY MEMBER Insurance Committee COMMITTEES Energy Judiciary Rules Ways & Means The purpose of this letter is to express my support for the sale of the James A. FitzPatrick Nuclear Power Plant to the Exelon Corporation.

As the commission is aware, Oswego County is home to three of the state's six nuclear power plants. I represent most of Oswego County in the New York State Assembly which includes the James A. FitzPatrick Nuclear Power Plant, owned by Entergy and Nine Mile Point I and II, owned by Exelon. Since the plants began operating, they have demonstrated to the Oswego community their strong commitment to safe ru1d reliable operations. It is this record that has earned the community's trust and support.

Faced with a possible closure of the FitzPatrick Nuclear Power Plant, over the past year, elected officials, Upstate Energy Jobs Coalition and the Oswego County community have

  • worked collectively to prevent its closure and to advocate for nudear power under New York State's Clean Energy Standard. It was these actions that led to the inclusion of nuclear power in New York's new energy policy which recognizes nuclear for being a major source of carbon-free electricity. The adoption of the Clean Energy Standard by the New York State Public Service Commission changed energy policy in a positive way that it led to Exelon's proposal to purchase the FitzPatrick plant.

The FitzPatrick Nuclear Power Plant is vital to the economy. The plant employs 615 highly skilled employees and an additional 1,000 jobs that are created during refueling outages.

Our local labor union members are often the majority of workers who work on site during the refueling outages. Further, it is estimated that the plant has ru1 annual $500 million economic impact on the region. From an energy standpoint, the FitzPatrick Nuclear Power Plant is major producer of carbon-free energy and its continued operation helps stabilize energy prices.

Accordingly, I support Exelon's efforts to purchase the FitzPatrick Plant. The sale of the plru1t to Exelon would be a positive outcome for the community and will safeguard hundreds of jobs.

I urge the commission to approve the sale of the plant and the transfer of the operating license from Entergy to Exelon in a timely mfil1ller so that Exelon can acquire the plant by April I, 2017.
