Comments Concerning Advance Notice of Proposed Rulemaking 10 CFR 50, "Station Blackout" (77FR16175, dated March 20, 2012, Docket ID NRC-2011-0299)

This letter is being submitted in response to the U.S. Nuclear Regulatory Commission (NRC) request for comments concerning the Advance Notice of Proposed Rulemaking (ANPR) 10 CFR 50, "Station Blackout," published in the Federal Register on March 20, 2012 (i.e., 77FR16175).

The NRC issued this ANPR to begin the process of considering amendments to its regulations concerning Station Blackout (SBO). SBO involves the loss of all onsite and offsite Alternating Current (AC) power at a nuclear power plant. This regulatory action is one of the near-term actions based on lessons-learned stemming from the March 2011 Fukushima Dai-ichi accident in Japan. In support of this effort, the NRC is soliciting public comment on specific questions and issues regarding the possible revisions to the SBO requirements.

Exelon Generation Company, LLC (Exelon) appreciates the opportunity to comment on this ANPR. Exelon endorses and fully supports the comments submitted by the Nuclear Energy Institute (NEI) on behalf of the industry in its letter dated May 4, 2012.
