In response to 76 FR 55137, September 6, 2011, and 76 FR 65753, October 24, 2011, FirstEnergy Nuclear Operating Company (FENOC) has reviewed the draft regulatory guide, and appreciates the opportunity to provide the following comment.

The introductory sentence of Section 1.7, titled "Scope of Initiators to be Considered for Shutdown Conditions",

states: "NUMARC 93-01 provides guidance to licensees on the scope of hazard groups to be considered for the 10 CFR 50.65(a)(4)assessment provision during power operating conditions." This statement appears unclear since the section discusses hazards to consider during shutdown conditions rather than power operating conditions.
