Detroit Edison's Interim Response to March 12, 2012 Information Request Regarding Emergency Preparedness Communications and Staffing On March 12, 2012, the NRC issued Reference 2 to all power reactor licensees and holders of construction permits in active or deferred status. Enclosure 5 of Reference 2 contains specific Requested Actions, Requested Information and Required Responses associated with Recommendation 9.3 for Emergency Preparedness (EP) programs.
In Reference 3, Detroit Edison provided an alternative course of action for response to the Recommendation 9.3 portion of the information request. This course of action stated that Detroit Edison will provide specific information regarding EP communications and staffing on or before June 11, 2012. The required information is provided in Enclosure 1 to this letter.

Detroit Edison plans to incorporate independent satellite communications into the Fermi 2 emergency facilities. The phones will be maintained in the Emergency Facilities for use by the Emergency Response Organization (ERO). The phones will be inventoried and tested on a periodic basis. Appropriate ERO members will be provided instruction for use of the equipment including methods to recharge the devices. This action will be completed by September 28, 2012.
These satellite phones will provide a new independently powered method of emergency communication.
Staffing Request for Information Item 3 Identify how the augmented staff would be notified given degraded communications capabilities.
Current communications methods will not support direct ERO notification in the event of a large-scale natural disaster that affects normal communications within 25 miles of the Fermi 2 site.
To support timely ERO staff augmentation, the Emergency Plan Orientation Training Course (ER-828) is being revised to include response expectations for area-wide events (loss of power, terrorist attacks, natural disasters, etc.) The material will instruct the ERO to report to designated emergency facilities in the event of a wide spread communications loss. The courseware will be revised and the ERO will receive instruction on the new expectations by September 28, 2012.
NRC-12-0039 Page 2 Request for Information Item 4 Identify the methods of access (e.g., roadways, navigable bodies of water and dockage, airlift, etc.) to the site that are expected to be available after a widespread large scale natural event.
Available methods of access to the Fermi 2 site from land, air and water are detailed below:
- 1. Land Routes
- a. The primary access to the Fermi 2 site is via a wide road that is surrounded by open farm fields. There are limited structures that may impact access.
- b. A separate (over /2 mile distant) access route to an alternate site access point is available.
- c. The primary and alternate access routes are accessible from the local road network from many directions.
- d. Two major interstate highways provide near site access to Fermi 2.
- e.
Fermi 2 has coordinated plans with both Monroe and Wayne County governments for assistance to maintain site access.
- 2. Air Access
- a. Three on-site helicopter pads are located at the Fermi 2 site.
- 3. Water Access
- a. Access to the Fermi 2 site from Lake Erie is available within the General Service Water intake area and at a construction barge slip.
It is reasonable to expect that these diverse methods of access will maintain access to the Fermi 2 site after a widespread large natural event Request for Information Item 5 Identify any interim actions that have been taken or are planned prior to the completion of the staffing assessment.
No interim actions, concerning emergency staffing, were determined to be necessary for Fermi 2 prior to completion of the staffing assessment. No changes have been made that require a revision to the on-shift and augmented staffing requirements contained in the Fermi 2 Emergency Plan.
