Confirmation of Implementation of Order EA-03-086 The Commission issued Order EA-03-086 (Reference 2) ("Order") to Detroit Edison for Fermi Unit 2 on April 29, 2003.Section III.A.2 of the Order required that Detroit Edison complete implementation of the revised physical security, safeguards contingency, and security training and qualification plans by October 29, 2004.
Section III.C of the Order required that Detroit Edison report to the Commission when it had fully implemented the approved revisions to these plans to protect against the Design Basis Threat (DBT) described in Attachment 2 to the Order.
Detroit Edison hereby certifies that the requirements contained in Attachment 2 to the Order were completely implemented as of October 29, 2004. Detroit Edison notified the NRC Project Manager, NRC Region III, and the NRC Resident Inspector verbally of our compliance with the Order on October 29, 2004. However, as agreed by the NRC staff through negotiations with the Nuclear Energy Institute (NEI), this written Confirmation of Implementation has been delayed until receipt of the corrected Safety Evaluation and License Condition for the revised Fermi 2 physical security, safeguards contingency, and security training and qualification plans. The final corrections were received on June 27, 2005.
