Confirmation of Implementation of Order EA-03-039 The Commission issued Order EA-03-039, "Compensatory Measures Related to Training Enhancements on Tactical and Firearms Proficiency and Physical Fitness Applicable to Armed Nuclear Power Plant Security Force Personnel," ("Order") on April 29, 2004, to Fermi Unit 2. Section M.A.2. of the Order required that Detroit Edison complete implementation of the requirements in Attachment 2 to the Order by October 29, 2004. Section m.C.2. of the Order required that Detroit Edison report to the Commission when it had achieved full compliance with the requirements described in Attachment 2 to the Order.
Detroit Edison hereby certifies that the requirements in Attachment 2 to the Order were completely implemented and all armed security force personnel were fully trained and qualified as of October 29, 2004.
