Submittal of the Final, Revised Fermi 2 Physical Security Plan, Safeguards Contingency Plan, and Security Training and Qualification Plan The NRC issued an Order dated April 29, 2003, requiring compliance with the revised design basis threat (Reference 2). Detroit Edison responded by submitting a completely revised Physical Security Plan, Safeguards Contingency Plan, and Security Training and Qualification Plan for Fermi Unit 2 (Reference 3) that NOTICE: Attachment 1 contains "Safeguards Information" Upon separation of Attachment 1, this letter is 'Decontrolled" SAFEGUARDS INFORMATION
SAFEGUARDS INFORMATION USNRC NRC-04-007 1 Page 2 followed the outline of Nuclear Energy Institute (NEI)-03-012. The NRC subsequently asked that the plans be revised through four requests for additional information. Detroit Edison responded to each request separately, and ultimately submitted revised plan wording in Reference 4.
The NRC has verbally accepted the revised wording proposed in Reference 4.
Therefore, this letter transmits the final, revised Fermi 2 Physical Security Plan, Safeguards Contingency Plan, and Security Training and Qualification Plan, incorporating the Reference 4 wording with three exceptions, one typographical error, one wording modification that the NRC has agreed to in discussions with the NEI, and one wording modification to prevent misinterpretation. The first, in Section 5.5 of the Physical Security Plan (PSP) "Work Hours Control," involves a typographical error in NEI-03-012. The phrase "noncontributing factors" is being changed to "contributing factors." The second, in Section 6.2 of the PSP, "Protected Area Barriers," involves wording changes to more generic language that was agreed to by the NRC in discussions with the NEI. The third, in Section 7.0 of the PSP, "Protective Strategy Scenarios," is being made to prevent confusion by changing the word "funneled" to "directed".
