In the referenced correspondence, STP Nuclear Operating Company (STPNOC) submitted a request for an amendment to the South Texas Project Operating Licenses NPF-76 and NPF-80 to revise the required action and completion time for specific inverters governed by Technical Specification (TS) 3.8.3.1. STPNOC has determined that the proposed change to the Technical Specifications is not needed and is hereby withdrawing the proposed amendment.

STP TS 3.8.3.1 allows the application of the Configuration Risk Management Program (CRMP) associated with Risk Managed Technical Specifications (RMTS) to the inverters with loads modeled in the STP Probabilistic Risk Analysis (PRA). However, the loads on the inverters and associated Distribution Panels DPOO1 and DP002 are of low risk significance and are not specifically modeled in the PRA. NEI 06-09, "Risk Managed Technical Specifications Guidelines" which is the basis for the STP RMTS limits the application of RMTS to components that are not specifically modeled in the PRA to configurations where a quantified risk-informed completion time can be calculated. At the time of the submittal STPNOC did not believe RMTS could be applied to the inverters associated with DPOO1 and DP002. However, STPNOC has determined that the risk contribution when either of the inverters is inoperable can be bounded by a Component Cooling Water function powered from the inverters. Therefore, a conservative risk-informed completion time can be calculated for failure of the inverters in accordance with the provisions of NEI 06-09 and the proposed change to the Technical Specifications is not needed.
