Letter, J. J. Sheppard to U.S. Nuclear Regulatory Commission, "License Amendment Request - Conditional Exemption form Measurement of End of Life Moderator Temperature Coefficient," dated May 23, 2002 (NOC-AE-02001315)

Following discussion with the NRC staff on the referenced proposed Technical Specification change, the NRC staff requested that STP provide information regarding the end of life (EOL) moderator temperature coefficient (MTC). In accordance with this request, STP will provide the following information pertaining to the EOL MTC conditional elimination determination:

1. A summary of the plant data used to confirm that the Benchmark Criteria of Table 3-2 of WCAP 13749-P-A, Safety Evaluation Supporting the ConditionalElimination of the Most Negative EOL ModeratorTemperature Coefficient Measurement, have been met; and,
2. The Most Negative EOL Moderator Temperature Coefficient Limit Report (as found in Appendix D of WCAP-13749-P-A).

This information will be provided to the NRC staff no later than 60 days after the performance of the conditional EOL MTC elimination determination for the next three uses (i.e., fuel cycles) of this methodology.
