Dear Sir or Madam:
The purpose of this letter is to notify the Nuclear Regulatory Conmmission (NRC) that the completion of License Renewal Commitment NLS2009100-3 has been rescinded, and the committed completion date has been extended.
In the referenced letter, the Nebraska Public Power District (NPPD) notified the NRC of the completion of License Renewal commitment NLS2009100-3:
NPPD will confirm there are no CASS materials with greater than 25% ferrite or provide a flaw evaluation methodology for CASS internal components with greater than 25%
ferrite for staff review and approval. This will be provided at least two years prior to the period of extended operation. NPPD expects to implement this commitment by a generic analysis sponsored by the BWRVIP in collaboration with EPRI. [Commitment Number NLS2009100-3]
In that letter, NPPD credited the issuance of BWRVIP-234, "Thermal Aging and Neutron Embrittlement Evaluation of Cast Austenitic Stainless Steel For BWR Internals." This report provided a boiling water reactor fleet-wide review of cast austenitic stainless steel materials in reactor vessel internals intended to demonstrate that these materials were not susceptible to thermal aging and neutron embrittlement due to low ferrite and molybdenum contents. NPPD acknowledged that BWRVIP-234 was still under review by the NRC, and planned to monitor it's acceptability within the Cooper Nuclear Station (CNS) Boiling Water Reactor Vessel Internals Project (BWRVIP) Program. It was NPPDs expectation that BWRVIP-234 would have been approved by the NRC prior to CNS entering the period of extended operation (PEO), which occurs on January 18, 2014. However, from communications with the BWRVIP, it is unlikely that approval will be received by that time. Accordingly, NPPD has determined that it is COOPER NUCLEAR STATION P.O. NLS2013097 Page 2 of 2 appropriate to rescind the completion of that commitment and to extend the commitment completion date to January 18, 2017. This completion date is consistent with the other CNS post-PEO license renewal commitments. This change has been made under the provisions of 10 CFR 50.59.
