Reference:

Letter from Brian J. O'Grady, Nebraska Public Power District, to U.S. Nuclear Regulatory Commission, dated November 15, 2010, "Revision to License Renewal Commitment" (NLS2010100)

Dear Sir or Madam:

The purpose of this letter is for the Nebraska Public Power District to provide an administrative clarification to the referenced letter containing a revised Cooper Nuclear Station (CNS) License Renewal commitment. That letter provided in underline/strikeout format a change to the License Renewal Application, and a corresponding revision to Commitment Number NLS2008071-08.

However, that letter did not include certain text that had been added in Revision 1 to that commitment. This should have been shown in strikeout format as deleted text, so as to make it clear that that text was not included. Specifically, the second option of the first enhancement to the Fatigue Monitoring Program in the Attachment to the referenced letter should have shown:

(2) Repair or replace the affected locations before exceeding CUF of 1.0.

an enironmntally adjuste As discussed with the Nuclear Regulatory Commission staff on November 16, 2010, the exclusion of this text in the revised commitment of the referenced letter was acceptable since it was subsumed by previous commitment language that describes considerations being given the reactor coolant environment in the calculation of Cumulative Usage Factors.
